If I understand correctly, you are having trouble using Airplay from an iOS device to an Apple TV. I would recommend you read this article, it may be able to help troubleshoot the issue.

So it sounds like AirPlay works with one device but not another. You can try to close all the apps that are running and try again. If it still does not work restart the iPad and make sure the network is setup correctly.
