When you put a credit card on your Apple ID account the store may make a small charge to verify your account information. See this article for further information - About payment card authorization holds in the iTunes Store. You are not actually charged for the amount.
If you are still having an issue making purchases, please give the exact text of the error message so that we can continue troubleshooting.
