Q: sync & back up iphone problem

using iphone 5

just purchase icloud 50G storage

can not sync nor back up to icloud or windows computer

can not download IOS 9

all mesg come back as not enough storage either to iphone or iTunes library

iPhone 5, iOS 8.3, windows 7 on computer
