If you are running the latest iTunes, after you connect it, there should be a small "device button" on the horizontal bar (that goes across the iTunes screen). Icon on button looks like the device. If you have more than one device connected at the same time, click on button to select device from list. It's not clear from your post if you know this already from owning other Apple devices...
A 2nd gen shuffle needs a special docking cable. It is long and has a "mini-dock" at the iPod end. Did you find its cable along with the iPod itself? The short docking cable for the current 4th gen shuffle is different and does not work with 2nd gen shuffle.
