Calendar only opens half height

If it worked properly in a new account, but not in your regular user account, this suggests it is the iCal plist.
Try removing the plist and launching iCal, use the technique I posted above.
Using the command key for resizing/re-positioning windows does work for me in El Capitan.
To remove the iCal plist, in a Finder window, hold down the "Option" key, click on the "Go" Menu Bar and select "Library". User Library is hidden by default, so using the "Option" key exposes the "Library" (This is the User Library not the System Library)
Now navigate to "Preferences" then to com.apple.iCal.plist and move it to the desktop.
The full path should look like this but with your user name…
/Users/greg/Library/Preferences/com.apple.iCal.plist
Now launch iCal, make your window changes using the command key, then quit.
Relaunch iCal and it should stick.
As long as iCal launches ok, you can then "Trash" the iCal.plist on the Desktop, this was just a safety procedure. Apps automatically create new plists.
If for some reason this doesn't work, there is a clunkier way, but I have not had any issues with the above method. Let me know.
This method does work for me for any window in El Capitan and AFAIK this is how you set default window behavior in EC.
