Q: Not all pictures in camera roll synch with My photo stream

At times, not all the pictures taken on a given day via Camera Roll (iPhone 6S) synch up to My Photo Stream.  My understanding is that once under WiFi coverage, all the photos taken via the phone camera will synch up with photo stream, assuming that there is enough storage.  Any ideas why this may be happening?  Thanks.
