Q: is there an icloud add-in for Microsoft Office/Outlook 2016?

There used to be an icloud Add-in for Microsoft Office 2013. I don't see an add-in available for Microsoft 2016.

After reaching Microsoft about this, they told me to contact Apple.

Version 5.1 was released this morning and seems to work with Outlook 2016 the way icloud use to. Finally!!!

Not yet. Apple has stated they are working on issues with iCloud and Office 2016 to be released in the near future. You will have to watch for information.
