Open Terminal.
paste this in and press return
defaults write com.apple.mail DisableInlineAttachmentViewing -bool NO

for some reason unknown to me, mail started displaying images again a couple of months ago...
thanks anyway - your command line might have sorted it for me back when it was still an issue - hope it helps others with it.

Oct 23, 2013 7:00 PM in response to konnektorby stenchfromsf,I have this issue too in Mail. I have "Display remote images in HTML" checked in Preferences. I also ran the Terminal command someone suggested here and this did not fix my problem. I got this laptop less than 2 months ago, it came with Mountain Lion 10.8.5 and the email images have never loaded. If anyone has any ideas, much appreciated!

I really do not like the fact that regardless of the user not alterng their settings that Apple constantly muck up settings by imposing changes with no regard or respect for their customers. Apple never let anyone know that this will happen or give proper instructions about how to undo the many problems that they create.

The command line did not solve the problem immediately. But …
- I deleted the account (which is no problem, as long as it is IMAP!)
- I deleted preferences in Library/Mail/V2/[MyMailAccount] - actually I moved that to desktop to have a backup
- I rebooted
- than ran the command "defaults write com.apple.mail DisableInlineAttachmentViewing -bool NO"
The problem disappeared for now.
