Sorry to hear that you can't make a purchase with your Apple ID. Let's see if we can figure out what is going on.
Now it is hard to say what the root cause is on why your card is being declined when making a purchase. I would suggest updating your billing information first to ensure that you have up to date information associated with your card. If everything looks good there, make sure that you don't have an unpaid balance on your account. Take a look at the article below to walk you through sorting that out.
