My Mac has only 5%GB free left. Is this the problem?

It depends on how big that 5% is.  It's strongly recommended to keep a minimum of 25 GB of free space available when using iDVD, more if possible.  It will make a big difference on the processing time and efficiency.

Follow this workflow to help assure the best qualty video DVD:

Once you have the project as you want it save it as a disk image via the File ➙ Save as Disk Image  menu option. This will separate the encoding process from the burn process.

To check the encoding mount the disk image, launch DVD Player and play it.  If it plays OK with DVD Player the encoding is good.

Then burn to disk with Disk Utility or Toast at the slowest speed available (2x-4x) to assure the best burn quality.  Always use top quality media:  Verbatim, Maxell or Taiyo Yuden DVD-R are the most recommended in these forums.

Is there anything being done to rectify the omission of the "markers" and "share to iDVD" functions of the previous versions?

Yes, most people I know are using older versions of iMovie that can create chapter markers.

What benefit does apple reap from excluding these necessary functions.

Apple is the largest media company in the world.  They sell nothing on disk.

It's a waste to use these updated versions to find that these basic necessary functions are missing to compensate for some twisted form of corporate manipulation and tactics that dangle other more expensive products that have these functions readily available.

One simply has to accept the fact that newer is not necessarily better.  In our organization, we've had to dedicate Macs running OS 10.9.5, iMovie HD 06, and iDVD for the sole purpose of our movie-making. These computers do nothing else!

Using these older tools we are able to make movies and DVDs almost on the same level as Hollywood.   I should also point out that chapter markers are absolutely essential. They are used to make DVDs, Blu-rays and Podcasts as well.

Please use the link below and give feedback to Apple.  I can tell you that all feedback is read.
