1. Restart your computer.
2. Make sure you can get on the internet.
3. Check your computer (make sure iTunes and your system software is up to date)
4. Check your security software settings on your computer. Make sure your security software is not blocking iTunes from downloading the software. Resolve issues between iTunes and third-party security software - Apple Support
4. If you can, try another computer.
5. Call/Chat Apple if that does not work. Good Luck!

Dec 8, 2015 7:05 AM in response to jmhodgeflby teo.ionita,I am wondering if my iPhone is not activated right now, I've done a total reset and it became not activated. Can this be a problem ? and should I enter recovery mode with other sim in it ?

Dec 8, 2015 7:41 AM in response to KiltedTimby teo.ionita,So i updated my iphone to latest iOs (9.1) in recovery mode and itunes is still displaying the message :
The SIM card inserted in this iPhone does not appear to be supported.
The SIM card that you currently have installed in this iPhone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier. Please contact Apple for more information.

Dec 8, 2015 7:44 AM in response to teo.ionitaby jmhodgefl,If you have completely restored your iPhone software to factory setting in iTunes and your iPhone is still unlocked, contact your carrier. Something is still blocking the unlock process from completing.
If you are getting an iTunes error when you are trying to download the software to restore your iPhone then KiltedTim is correct follow article HT201210 and restore your software.
In summary: If you are having issues with iTunes and restoring your iPhone contact Apple if the article does not help. If your restore is successful and your iPhone is still unlocked, contact your carrier.

Dec 8, 2015 8:17 AM in response to teo.ionitaby KiltedTim,It can take some time to complete the unlock. The carrier must send the information to Apple after approving the unlock. Some carriers can be a bit slow when it comes to this. It can take anywhere from a day or two to several weeks. Contact the carrier. If they insist it's unlocked in their system, contact Apple and give them the serial number. If Apple says it's still carrier locked, you may need to get the two of them talking to each other.
