If all the i tunes apps want iO7 or later versions. Why can't I get iO7 on my 4th generation iPod touch? This is frustrating to say the least.

Because it doesn't have enough RAM to run iOS 7. If desired, download the current versions of those applications to a computer or compatible iOS device, click here, and try following the instructions.
