Just a day into iOS 9.2 and it would early to conclude.

ive tried resetting /restoring /erasing all content. But Nothing seemed to change.

Same with me. I even went to the apple store and they told me there is some issue with my backup. I made a new backup and then restored; but to no avail. The issue persists.
It happens even when I open an apps folder. The smooth transitions just don't appear unless I restart the phone. The problem won't show up for 4-5 days and then abruptly, the transition effects just stop!
One more thing happens along with this. When I click on the lock button, the screen switches off and then just for a split second switches on (so that I can see the lock screen) and switches off again.
Please address this, apple. Is this a defect in the phone? Or a software bug from your end? My warranty also ends in 30 days. I don't want to spend hefty sums on getting the phone repaired (if this is an issue with my phone).

It definitely takes away from the user experience. I wish they would at least acknowledge it. Has anyone here tried an erase and reset?

IT didn't appear for one week after I upgraded to 9.2. Then when I connected the iPhone to the pc for backing up. The transition screw up started again.

Dec 20, 2015 11:49 AM in response to iFanForeverby alexavillaruz,I am also having this problem! I find myself always having to restart phone once or twice a day just to fix this annoying problem. I've never had this problem with my 5s but now that I have the 6s, the app transition effects disappear constantly! And my phone is up to date with 9.2... This definitely needs to be fixed, Apple!

Had a chat with Apple support team and the guy asked me to restore my phone which I did but no luck. Lastly he asked me to send a feedback to Apple Support as they do not look into group discussions. I have send them the details with link to current post.
Please use same so that the issue gets highlighted and fixed in next iOS version. In case someone finds a resolution then pls let us all know here.
I do have a question for the group. Did you guys bought phones recently or its happening to your existing phone, may be an year old phone?
Reason for the question is that for me issue is happening on 6s plus not on 4s.

Dec 26, 2015 1:09 AM in response to beetelacesby Airsu,Me too. Exactly the same problem happening with my phone on both 5s and 6s plus. MY iPad mini with retina display which has 8.4 iOS version never encountered that problem. So I was thinking it must be 9.xxx iOS version's problem.

And said that the issue was with some third party app and they have no solution for it. I did submit the feedback By the link u have sent. Hopefully Apple does find a solution for this soon.
