The documentation (Request and make purchases with Ask to Buy - Apple Support) states that I need to make or decline a purchse on my Apple device, but I do not own an Apple device.
How can I approve / make purchase that will be available for my family members?

You can't use Family Sharing if you don't have an iOS device.
