Q: ANOTHER can share iTunes, but not apps!

So I've spent hours upon hours going through past questions and all of the try this, try this, switch parent mode on off, sign out, re-sign in, verify country, etc.....

 

And yes I've tried them all.

 

STILL can't see the previously purchase apps from my wife's account!

 

Like many, we previously ran multiple devices under one apple ID and decided to switch to Family Share.  Set up separate apple ID's.  Six of them, (two adults, four kids).  Started with only myself and my wife and one kid set up on Family Share.  Share for purchased iTunes works just as advertised.  Family Share for apps is an apparent bust!  I see this complaint in questions going back 18 months!  Come on guys.  Seriously?  18 months, multiple IOS updates and versions and it still doesn't work?

 

Any new ideas for solving this?  Why does the iTunes share work and not the apps?  And yes, the apps are listed as shareable.  Even checked to make sure they weren't "hidden".
