It sounds like you have Dial Assist enabled. That will help with making calls to the US. You can turn that off by going to Settings > Phone and toggle off Dial Assist. At that point you will want to add the number completely with the correct prefix.

May 27, 2016 3:08 PM in response to norm123by Frank344,Hi, norm123. I have another kind of problem. I live in the Netherlands, and the cell phone number are 9 digits, starting with 6. If I some one not in my contacts calls me, the number will be shown as +6XXXXXXXX, and the caller location will be Australia for +61, New Caledonia for +68 , etc. What is worse, I cannot dial them back directly, because I need to change the +6 to 06 or 00316. It is a nightmare since Apple ios does not support edit before dail. My phone is iphone 5 with ios 9.3.2. I have searched a few hours, and I still cannot find the so-called dial assist under my setting - Phone menu. Please help me!
