The issue is with your cell phone provider Telcel not Apple or your iphone.

Mac OS XWhere, EXACTLY did you get the phone? What is the model listed under Settings>General>About>Model?
Different versions of the 5S are sold in different parts of the world supporting different LTE bands. I'm guessing you have a phone from another country that simply is not compatible with LTE in your country.
