If Mac mini is on the same local network as MacBook, and you just want to play songs, you can set MacBook to share its iTunes library (in iTunes preferences Sharing pane). On Mac mini, you can access the shared library.
If you want Mac mini to have the complete iTunes library from MacBook, you can copy the iTunes library data from MacBook and put it on Mac mini. This involves replacing the iTunes folder (in the user account Music folder) on the Mac mini, with the equivalent folder from the MacBook. iTunes on Mac mini will then look like iTunes on MacBook, with all content and supporting data (such as playlists, ratings, play count...). If you want the iTunes music library on MacBook and Mac mini to have the same songs AND stay in sync, you can subscribe to Apple's iTunes Match service ($25 per year). You should initiate the service on the MacBook, if it currently has all of your songs. iTunes Match "matches" or uploads your songs to replicate your iTunes music library in iCloud. You can access that iCloud library from your Mac mini (and other supported devices like iPhone or iPad).
