You've followed the instructions on the page that you posted from, you've successfully reset the account's password ? And you've logged out and back into the account (see the 'Learn More' section at the bottom of that page) ? If the account is still disabled then try contacting Support in your country and see if they can/will enable it : http://www.apple.com/support/itunes/ww
