Disabled
Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.
iOS: Forgot passcode or device disabled
If recovery mode does not work try DFU mode.

To restore from backup see:

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.
You can redownload most iTunes purchases by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode.

Why has my Apple ID been blocked for 24 hours?
When you first set up your new device and sign in with your Apple ID that uses two-factor authentication, you'll verify your identity with your Apple ID password and by entering the six-digit verification code displayed on another trusted device. To help keep your account secure, you'll also enter the passcode you use to unlock your other Apple device.
If you enter your device passcode incorrectly too many times, your Apple ID automatically locks on that device to protect your security and you can't sign in for 24 hours.
Apple Support can answer questions you have about the security process, but can't verify your identity or expedite the process in any way.
