You would not use the "extend a wireless network" setting if the second AirPort Extreme connects to the first using an Ethernet connection. Please check using AirPort Utility on your iPhone or iPad that the setting for Wi-Mode is set to "Create a wireless network."
What operating system is the iMac using?
Does the iMac connect using wireless or using a wired Ethernet connection?
Have you performed a complete, sequenced, network power cycle?

os x el capitan 10.11.1
mac is connected by ethernet and has wireless on ( has been the entire time)
what is the proper complete power cycle? just last week comcast was down and i had to reset but maybe not in the correct order.
like i said earlier though, both extremes show up in the 4 devices solid green from internet to 1st extreme, and solid green to the 2nd extreme

We responded that.....

But, we did not get an answer from you on that.
If you check the setting on the second Extreme......is it set to "Create a wireless network"? We need to confirm on this before we can go further, since the "Extend a wireless network" setting would not be the correct setting for the second Extreme.

Dec 16, 2015 6:26 AM in response to Bob Timmonsby tobytobias,the 2nd extreme is set to "off (bridge mode)" as described in the "setting up and configuring a roaming network" Wi-Fi base stations: Setting up and configuring a roaming network (802.11 a/b/g/n) - Apple Support.
i know both are working because if i do disconnect the 2nd extreme, my signal strength goes down, and the 2nd extreme will show up on the pad and phone as disconnected
i am not sure how long the 2nd extreme has not been showing up on my mac since it has been ages since checking it there. i do however check often on my phone and pad and it has always showed up there and still does.

Power off all devices on your network....modem, AirPorts, computers, printers, etc.....in any order that you want
Wait a minute
Start the modem and let it run a full minute
Then, start the next device connected to the modem and let it run a full minute
Continue starting devices one at a time about a minute apart until the entire network is back up
Check and see if the second Extreme appears in AirPort Utility
If no luck.....and the iMac is connected using Ethernet to the AirPort.....make sure that the WiFi is turned off. In other words, you do not want both an Ethernet connection and wireless connection at the same time at the iMac.
Then, restart the iMac, if you have made any changes
