Q: How do I get metadata on the photos in the cloud?

How do I access this information when using I cloud Photos?

Do you mean, when using the web interface at https://www.icloud.com and the Photos.app there?

You can only see the titles you added, but other metadata is not available.  You will see the title when you double click the photos to enlarge them.  And you will see the metadata when you click the download button and download the photos when you open the photo on your Mac in Preview or Photos.

I, too, wish accessing metadata directly was possible. Apple seems set with hiding it from devices, for whatever reasons.

Maybe you could be proactive and rather than thinking that Apple is doing something intentionally, instead, send your feedback to Apple with the idea that they may incorporate it at some point in time: Apple - Feedback
