It would appear, based on the message that you're receiving, that there's already a family group set up with your Apple ID. In order to disband any existing group (that may have been the result of a halted or interrupted prior setup), follow the steps below, then attempt setting the group up again.
If the family organizer stops Family Sharing, it removes all family members from the family group at once.
In iOS 8 or later, go to Settings > iCloud > Family, tap your name as the organizer, then tap Stop Family Sharing.
In OS X Yosemite or later, go to Apple menu > System Preferences > iCloud > Manage Family, click your name as the organizer, then click the Remove button in the bottom-left corner.
The organizer will keep the family calendar, reminders, and shared photo album in their account. They can share the content again with individual family members as needed. Learn how to share calendars andreminders.
