I understand that you would like to sync your contacts with Outlook 2016. That is something that I can help you out with.
If you are wanting to use the traditional sync, then I would start with using the first link below. It will walk you through plugging your iPhone into your computer and looking at the individual tabs to sync content back and forth. For your specifically, you will want the Info tab as that is where contact syncing options is located.
