No, not if it is a Wi-Fi only model. It is a hardware difference. If you want a Wi-Fi and cellular model, you have to purchase that device. An exception would be if you purchase a cellular device, or pair the device with your iPhone, using the iPhone's hotspot, if your carrier supports it.

No. Wifi only models do not have Cellular hardware and by extension lack a sim card tray.

If you think you'll need cellular service at any time for your iPad you'll need to buy the Cellular iPad.
