If you try to use Apple Pay and experience problems with staff not understanding how to use their terminal to process the payment, you can report it to Apple here:
https://www.apple.com/feedback/apple-pay.html
The feedback form enables you to report issues with specific merchants and transactions, so can be very helpful in enabling Apple to investigate.
