An iBook G4 wouldn't have a recovery partition, since it can't run OS X Lion, the 1st OS X version that featured a recovery partition.

Your signature states a "MacBook Air," yet your subject talks about an, "iBook g4." Are you sure that you have identified your Mac properly?

There were 4 models of iBook G4s shipping with various versions of OS X Panther and Tiger. The last 3 were upgradable to OS X Leopard.

possible that your ibook have a bad graphic card connection. try to apply pressure around command-option-z-x zone when starting, do not release pressure until you see boot up screen (mac os face). if you can see the boot screen, definitely due to graphic card. usually the ibook will freeze again once you release pressure on the above area.

google around for a fix on graphic chip dry joint. i must warn you this is a risky fix and no guarantee it would work.
