Give this a try:
Fix for Photos and/or iPhoto Not Recognizing iPhone
1 - download and run the free demo version of Find Any File to search for a file name that begins with "com.apple.ImageCaptureExtension2".
2 - delete all files beginning with "com.apple.ImageCaptureExtension2". I found these two:
3 - reboot and connect the iPhone again. Photos and iPhoto both recognized the phone.

Other things to check:
- What happens, when you launch iTunes after you attach your iPhone? Do you see the iPhone in iTunes? Then unlock the iPhone, if it is still locked, and when prompted, confirm that the iPhone should trust the computer, when prompted on the iPhone.
- Are you using Dropbox? Then make sure that the Preferences in Dropbox are set in a way, that Dropbox cannot access the photos on your iPhone, when the iPhone is connected.
- try to restart the iPhone while it is connected to USB, and also restart Photos.
