Dec 19, 2015 8:34 PM in response to djforgolfby larryfromla crescenta,I had this issue with a client of mine. Had them logout of the iCloud client, select yes when prompted delete all items on the local computer; these are simply a local cache of the files and not the ones on the cloud.
Log back into iCloud and then selected the contacts, calandars etc. iCloud then downloaded and rebuild all the necessary tables to be accessed in Outlook.
This was a Windows 10, Outlook 2016 install.

I "signed out" of iCloud, but was not given the opportunity to be "prompted to delete all items on the local computer" as was recommended. When I signed back in to iCloud.com I still had the same problem after selecting Contacts. I even tried to restore the Contacts through iCloud, but of course that only restored them to my iPhone.
