Your PC must be running itunes software 12.3.1
But since ios 7 you can do almost everything over your WiFi without your pc.
We have 3 iphones/ 4 ipads havent used our PC for them for over 2 years .
All updates software & apps done over WiFi .

I do have the latest iTunes. Tried connecting to my pc again today. It appeared to connect then froze again. Unplugged the usb, plugged back in, waited, said that it was trying, so I just let it go ahead. It attempted several times, no succss. Left it connected, turned off the ipad, turned it back on while connected and waited a full minute or two - Success!
Not sure if it will work in he future but OK for now.
