I understand you have some questions about the new Photos application and managing your iCloud Photo Library. If you delete photos from any device using iCloud Photo Library, it will delete for all other devices associate with this iCloud account.
How do I delete photos and videos from a device using iCloud Photo Library?
If you want to remove photos and videos from all your iOS devices, Mac, and iCloud.com, you can delete them in the Photos app.
When you delete a photo or video from your Photos app, it will also delete from your iCloud Photo Library and iCloud storage. You can recover your photos and videos from the Recently Deleted album for 30 days.

Dec 20, 2015 1:19 PM in response to sunflowers02by LarryHN,No - iCloud Drive has nothing to do with Photos - the only iCloud services Photos uses are iCloud Photo Library, iCloud Photos Sharing and MyPhotoStream
If you use iCloud Photo Library then you have a single library for all devices and any change made on any device is made on all devices including additions, deletions and edits
