A forgotten/lost restrictions settings password requires a complete recovery of the device unless you have an old backup and are prepared to restore to a point before you set the restrictions password.

Aug 24, 2014 10:47 PM in response to pompeiiiby swami7,Ok, I figured it out. Originally, I tried the procedure detailed at https://www.youtube.com/watch?v=xalgQNLKH-w
It does not work on iOS7.1.2. However, using the iBackupBot app, you can open up System Files\Library\Preferences\com.apple.restrictionspassword.plist and find out your restrictions password key. Use the tool at http://ios7hash.derson.us/ in order to decrypt the key.
Thanks to http://nbalkota.wordpress.com/2014/04/05/recover-your-forgotten-ios-7-restrictio ns-pin-code/ for the iOS7 info.

Dec 21, 2015 9:43 PM in response to pompeiiiby joshuafromroanoke,You can also circumvent the wrong password time out by simply changing the time on the clock to an hour, or day, or whatever it takes forward. That way you don't have to wait to try different passwords.

May 18, 2016 4:33 AM in response to swami7by paradoxatplay,After 4 hours of trying to figure out this issue, I, too, was able to 'crack the code' using the iBackupBot app and the tool at http://ios7hash.derson.us/ in order to decrypt the key contained with System Files\Library\Preferences\com.apple.restrictionspassword.plist. This was for my daughter's iPad Mini V2, which is running 9.2.1. What an awesome discovery! We were delighted! (I also used the suggestion to alter the clock settings to circumvent the lockout time restriction - thanks to all those who suggested it!)
