You can use it to back up your device. This would allow you to remove your photos from your device. However, getting them back is not really convenient. You have to reset your phone to factory condition, meaning delete everything on it and start over. May not the best way for you.
You can sync your photos to the cloud, which is what you're asking about. Yes, this way if you delete a photo from your phone, IT IS ALSO DELETED from the cloud. that's what syncing means.The same or synced on all your devices. Here the catch is you may have 50GB of cloud storage, but only a 16GB phone. Since the 2 devices (iCloud and your phone) are kept synced, you're limited to 16GB of stuff. Which is where you are now. This option is very convenient, but has a limit based on the size of your phone.
If you want to keep your older photos, you are best to copy them to a PC for storage. And make a backup of the PC's data too in case something happens to it.

Dec 21, 2015 7:41 PM in response to LACAllenby kellykopp09,Thank you for your response--unfortunately all I have is a chrome book so I don't have a PC in the traditional sense--everything I use is basically webased through google. I just tried deleting some photos from my phone and when I went into my icloud photos they are still there--maybe it just hasn't caught up yet? Also, I back my phone up basically nightly, but had never used the icloud photos feature until tonight--is it possible this is different than the backup feature? (sorry I am clearly not tech savvy with this stuff!) Have you used drop box or any other web-based storage that may work for this situation? Thanks!

It's either or, but not both.
iCloud backups include nearly all data and settings stored on your device. iCloud backups don't include:
- Data that's already stored in the cloud, like contacts, calendars, notes, My Photo Stream, and iCloud Photo Library
- Data stored in other cloud services, like Gmail and Exchange mail
- Apple Pay information and settings
- Touch ID settings
- Content you didn't get directly from iTunes, App, or iBooks Stores, like imported MP3s, videos, or CDs
- iTunes in the Cloud and App Store content (If it's still available in the iTunes, App, or iBooks Store, you can tap to re-download your already purchased content.)

Dec 21, 2015 8:06 PM in response to LACAllenby kellykopp09,Sorry--should have clarified. Just tonight I logged in to my icloud account from my chrome book. I had no photos under my "photos" tab. It instructed me to turn on the "icloud photo library" from the icloud settings, which I did. I've never had this turned on before (at least not on this new phone, maybe i did on my old one and just didn't remember) but when I got my new phone I was able to restore from the cloud with no problem, and this included my photos. So I was confused if the "icloud photo library" was a separate way of storing my photos that would allow me to delete from my device. Do you think dropbox or something else would work? Sorry to bug you, I really appreciate the help and you are saving me a lot of time from contacting apple!

Dec 22, 2015 4:26 AM in response to kellykopp09by LACAllen,OK.. so you are now syncing your photos between the phone and iCloud. You are not backing them up. If you delete a photo from your phone, it deletes it from the cloud and it's gone.
This is not "wrong", just different from what you were doing before.
It does "allow" you to delete from your phone, but when you do, it deletes from the cloud too.
Dropbox is pretty much the same. The main difference is that Dropbox does not try to download every photo to your phone and keep a copy there. It shows you your photos, but leaves them in the cloud until you ask for a copy. This will save you space on your phone in the short term.
