You should be able to add a rescue email address to your account by answering your security questions : About your Apple ID email addresses - Apple Support

If you mean that you've forgotten your answers to your questions and need to reset them and don't already have a verified rescue email address on your account then you will have to contact Support in your country to get the questions reset : Contact Apple for help with Apple ID account security

When they've been reset you can then add a rescue email address (and verify it) for potential future use
