I understand you downloaded iTunes and now it will not launch after the install. Here is an article that I would recommend going through for this specific issue.
Fix unexpected quits or launch issues in iTunes for Windows
If these steps do not resolve the issue, please reply back with what version of Windows you are running and if iTunes was installed prior to the download.

The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach.
Review the other boxes and the list of support documents further down the page in case one of them applies.
The further information area has direct links to the current and recent builds in case you have problems downloading, need to revert to an older version or want to try the iTunes for Windows (64-bit - for older video cards) release as a workaround for installation or performance issues, or compatibility with QuickTime or third party software.
Your library and device backups should be unaffected by these steps but there are links to backup and recovery advice should it be needed.

Dec 23, 2015 3:16 PM in response to kyle_co_13by turingtest2,Such errors can usually be fixed by deleting the offending dll, then repairing the component it is part of from the programs and features control panel. CoreAudioToolbox.dll is part of Apple Application Support and can normally be found in
C:\Program Files\Common Files\Apple\Apple Application Support or
C:\Program Files (x86)\Common Files\Apple\Apple Application Support.

Go to Control Panel > Add or Remove Programs (Win XP) or Programs and Features (later).
Remove all of these items in the following order:
- iTunes
(see note 1 below) - Apple Software Update
- Apple Mobile Device Support
(see note 1) - iCloud (if present)
- MobileMe (if present)
(see note 2) - Bonjour
(see note 1) - Apple Application Support
(see note 1) Reboot your computer.
iTunes 12.3.2.35 for Windows (64-bit - for older video cards) - iTunes64Setup.exe (2015-12-10) Current

I also try the "Fix unexpected quits or launch issues in iTunes for Windows" from jason. But still can't use my itunes
