The option to restore your watch from a backup (if one is available) is offered within step 4 of the process as described in this support article:
Set up your Apple Watch - Apple Support
You may have accidentally chosen to set up your replacement watch as a new watch. You may therefore wish to try unpairing and re-pairing your watch again, this time choosing to Restore from Backup (do not choose the latest backup, or you will only restore it to its present state again):

Dec 24, 2015 8:08 AM in response to Jonathan UKby Alexroet,Yeah, that's how it's SUPPOSED to work, but it didn'. I unpaired the old watch (which should create a backup). Then I paired the new one. Chose "restore from backup" but the only option was one backup from sept 18. So I backed out, and re-paired the broken watch- and it had many backups, including one from 8:10am today (when I unpaired). So the backup exists. new watch just doesn't see it. I'm trying again now.
updated to add- same thing happened again. New watch has one backup listed, from september. Old watch has a backup from 10m ago (when I unpaired it just now) and the one from 8am (the other time I unpaired it this morning) and then several older ones. Are the backups not stored in the phone? Why can't I see them?
