Q: my photos won't quit

a few pictures were taking a long time to import so i canceled the import and tried to quit photos since then my laptop has been say "quitting library" and its been 2 weeks i can't quit and it won't let me force quit also i can not shut down or restart my macbook while it is doing this how do i get rid of this?
