Q: Unable to add enterprise developer account to Xcode Server

We are logging the error below when we attempt to add an enterprise developer team to Xcode Server.  We contacted Developer Support but they said that this sounds like a Server Support issue.  Our program membership seems to be in good standing as we can perform everything else that we need to do.
