You have encountered Activation Lock which is a theft prevention feature on Apple devices.  Without the original Apple ID and password used by the original owner, you will never be able to use the device.

I've heard of some grey market distributors setting up the ipad as a "favor" to their customers. This is a mistake on their part.

If you bought the device from an authorized apple distributor, you may able to take the device to an apple store and have them reset the device.  Be sure to call head to ask what proof of ownership they will need to reset the device.

You try to contact who ever you bought the device from and have them provide the password or have them deactivate the activation lock.  Have the drop the device from their apple id.
