Hi there, i was having this problem on my daughters new ipad. even after contacting apple and spending an hour with them on the phone they couldnt figure it out.  but then i figured out the solution.  there needs to be a credit card on file, not a debit card, apples servers know the difference.  once i changed my card info to a real credit card, i was able to change the birth date in seconds.  afterwards i put my debit card back on file and everything works as it should.

    Good luck
