I understand that you are having issues with iMovie importing media. Let's go over some troubleshooting options to get it working again.
I would start with taking a look at two things and be prepared as this can take some time to isolate. The first is trying this out in a new user on your MacBook Air to see if it reproduces the issue. Another thing you can try is starting up Safe Mode. This will limit the items starting up to see if another app is causing iMovie to not stay open while importing videos.
