It might also make sense to understand that you have to pay because MTS likes to charge, for example in my location I do not have to pay.
Pretty sure with price of oil going down you guys going to get taxed on breath of air.

As you said earlier message has to be sent from my device to Apple servers and one message to be received in response. So this is what Apple requires. And probably Apple choose this number. And, sure, MTS can charge me for sending sms to an international number. :/
