What usually solves this issue is to restore the device to factory settings via iTunes and set it up as new. After that is done you should be able to place back a backup of your iPhone that you made before restoring the device and the issue should resolve itself.
It seems to be a bug where the Wi-Fi module wasn't able to be detected due to a bug in the previous versions. When updating the device (restoring it via iTunes) you'll be downloading a new software version (which will override the previous version) and will lead to the removal of the bug that may have been present.
