Usually, that means you have a mis-configured item in the Time Capsule's setup. You can track it down and fix is using Airport Utility. Check your documentation, too, so you are sure everything is configured correctly.

I am having trouble getting new Airport time capsule connected to wireless internet modem.  I keep getting flashing amber light instead of green light

This sounds as if you might be trying to set up the Time Capsule to connect wirelessly to your network......and it cannot do that unless you have another Apple router that is providing your network.

Can you confirm on that?
