I just did the iOS 9.2 update and my phone won't make or receive calls.  I have read through many forums and have tried reset, checked DND, powered off, etc. I can text, imessage and facetime, but no calls in or out!  Any suggestions are welcome.  I know with the last update there was an option to delete the update, but I can't seem to find that with the most recent update.  Would be willing to remove this update if someone can help me find it?

You can only delete the downloaded iOS software if it has not been installed. You cannot downgrade the iOS after you upgrade. Apple does not support downgrading. Have you had a look at this?

I was trying to see how much space I could get by deleting things before I upgraded my storage plan, and I thought it was strange, but I definitely uninstalled/removed the last update.  I was shocked when I saw the option.  Maybe I installed it but never finalized something in September?  Weird.  My neighbor had this issue when he updated earlier this month and was able to figure it out so he currently has my phone.  I did not try all of the steps mentioned in the article you sent, so if he is unsuccessful then I will certainly go through it one by one.  Thanks!!
