I am sorry to hear that you are unable to back up your iPhone with iCloud. Let's take a look at what you can do to make sure that everything is good to go for you.
As long as you are connected to the internet through Wi-Fi and have enough storage space on iCloud, the you should be good to go. From what you have stated, the iCloud storage part is good. One thing you can try is using a different Wi-Fi network to see if it backs up. If it still gives you issues, then you will want to contact Apple Support for further assistance.
