I understand that your Apple TV has been slow to start a song and you are getting an error when trying to stream a movie. Because it doesn’t appear to you to be network related, I would first suggest the following troubleshooting steps.
First, try restarting your Apple TV and then test the App Store again. Information on how to restart the Apple TV can be found in the following article.

If the issue continues after you restart your Apple TV, my next suggestion would be to restore your Apple TV and set it up fresh.
