You normally don't want to turn on a device that has been in contact with liquid. This can cause more issues. Although, liquid damage normally prevents an electronic device from functioning at all or normally again. Make an appointment at the genius bar of your local Apple Store or take it to an Authorized Apple Service Provider. The phone will most likely have to be replaced.
