Q: How do I go about creating a default user profile in El Capitan

I am trying to remove the lproj form El Capitan and replace it with a default profile that I created. I can not seem to get this to work with the current scripting I am using. Is it a SIP problem or something else. I am new to doing the scripting and I was thinking it was me. After reading some of the blogs I am thinking it is SIP in El Capitan not me??? Thanks for any help.

Did you try temporarily turning  SIP off?

    System Integrity Protection

to learn if SIP is enabled or disabled, copy and paste the command line in terminal:

    csrutil status

. ... This command can be run without root privileges and will tell you if SIP is on or off.

Follow these steps to disable SIP:

    Restart your Mac.

Before OS X starts up, hold down Command-R and keep it held down until you see an Apple icon and a progress bar. Release. This boots you into Recovery.

From the Utilities menu, select Terminal.

~ type exactly the following and then press Return:

    csrutil disable

Terminal should display a message that SIP was disabled.

    From the menu, select Restart.

You can re-enable SIP by following the above steps, but using

    csrutil enable
