There are many devices and accessories that you can pair with your Apple TV, like Bluetooth headphones, speakers, and game controllers. Some devices, including Bluetooth keyboards, aren't compatible.
You simply cannot pair a keyboard, Apple or otherwise to the 4th Gen Apple Tv. Maybe in a future update it may be supported.

If I was a betting man I would suspect keyboard support will come in a future update. But that's my personal theory and not something confirmed (either way) by Apple...
